Inter-State Transfers 
The Interstate Commission for Adult Offender Supervision (ICAOS) was created and approved in 2002 to promote cooperation and coordination among the states and U.S. Territories in the transfer of supervised offenders across state boundaries.  All 50 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands are signatories to the Compact. This Compact has the authority of federal law and supersedes any state law to the contrary.  All state and federal courts and administrative bodies must abide by the rules of this compact.
 
In order to facilitate inter-state transfers, a client of Adult Probation and Parole Services must adhere to these instructions including submitting an application by defense counsel 30 days prior to disposition. 
 
After the investigation is complete, an inter-state application will be submitted by Adult Probation & Parole Services to the Pennsylvania Board of Probation and Parole who oversees all inter-state transfers for adult offenders for Pennsylvania. 
 
Inter-County Transfers 
Transfer-In Cases 
For any defendant residing in another county in Pennsylvania and wishing to move to Lancaster County following court-imposed disposition, a formal request must first be made by that defendant's probation or parole officer in the residing county.
 
After reviewing the application and transfer packet, Lancaster County Adult Probation and Parole Services will notify the defendant and/or sending county as to the final decision.
 
Transfer-Out Cases 
For any defendant residing in Lancaster County and wishing to have their supervision transferred to another county within the Commonwealth of Pennsylvania, a formal request must first be made to APPS.  APPS will forward the application for transfer to the receiving county and will notify the defendant of the receiving county's decision.  Please note, that while a client may desire to have their supervision transferred, it is at the discretion of both the receiving county and APPS to approve the transfer.
