Judge Todd E. Brown was born in Montgomery County, Pennsylvania.  He graduated from Indiana University of Pennsylvania and earned his law degree from Penn State Dickinson School of Law.  Judge Brown formerly served as First Assistant District Attorney and Chief Public Defender for Lancaster County before being elected to the Lancaster County Court of Common Pleas in 2023.  Judge Brown presides over Family Court.
