President Judge Leonard G. Brown, III was born in Quarryville, Pennsylvania.  He graduated from the United States Military Academy at West Point with a degree in economics and earned his law degree from Campbell University in North Carolina.  Judge Brown served on active duty in the United States Army Corps of Engineers and retired from the United States Army Reserves as a JAG officer after 28 years of active and reserve service.  Judge Brown was elected to the Lancaster County Court of Common Pleas in 2011 and was retained in 2021.  Judge Brown presides over Civil Court and is currently serving as President Judge through 2029.
